Upload Permissions

It seems that even I have selected upload rights to registered users - everyone can upload.
Please help

I am asking this question second time, and both times there were crickets chirping. I am still not clear if this is a bug or I am doing something wrong. It is important to me that only registered users can upload, but it seems that is not possible.
