The users is not posibel to add in my 1.3.2

I've the same issue, I've upgraded from 1.2.2. to 1.3.1 and then to 1.3.2_beta as I'm very much interrested with the upload feature.
It might be relatd to the zero byte install.sql in the distribution kit?
