Image Tags Display
Is there any module to present an organized (preferably categorized) list of all tags that have been applied to images, such that a user can click a tag and view all the images to which that tag has been applied?

Hi, for now I unfortunately don't know any such module.
BTW, in case you are using tags, etc. maybe you can think about switching from Phoca Gallery to Phoca Cart which has more advanced filtering methods including their displaying, etc. etc.
