Unable to load gallery component locally

RE: Joomla 3.0 and Phoca Gallery
I ran into some issues on my test website as I was getting "ERROR: Invalid Token" when trying to upload images via a test user from the front end. So I decided to install locally and do some debugging. However I can't load the component locally for some reason, I've spent hours looking for some document to explain how to do the load manually but not found anything for Joomla 3 and the latest Phoca Gallery? Can anyone post the steps for this. Thanks.
