Upload category rights

Good Morning,

I use joomla 2.5 and the latest version of PG.
I have created several users who have the rights of "registered" and "publisher". Users can create categories and upload images. Only one other user can upload any images in this category.
If a new category is created, then the legal "owner" is set to the user and access rights to "all registered members", that's fine, but the right 'rights to upload "and" delete rights "has the current user . How can I change that in the category when creating the two rights are granted "all registered members".

Hi, this needs to be set in administration or you need to customize the code (so if user will create new category, while creating the rights for all registered users will be stored to database)
