1user frontend upload for multiple categories

I am using:

Joomla! 1.5.21
Phocagallery: 2.7.5

I have a 'UserA' with 'Publisher' access. I have created multiple categories in the backend. I want this UserA to be able to upload images to any categories from frontend. (Better still if frontend user can create categories with me being the administrator have to create categories in the backend)

I understand that each category needs an owner. The problem is that Phoca Gallery does not allow me to have 1 user to be owner of more than 1 category.

Am I missing something? Can I please know how I can solve the problem above?

Hi, frontend user can own only one main category but unlimited subcategories.

Users in frontend e.g. in category view can upload to any categories where they have upload rights, see.
