Access rights to frontend control center?

Hi,
i don't get it...

I've got a homepage with 3 different userlevels. (registered, author, editor)
Now I want that the Editor is the ONLY ONE, who can access and upload files on the FrontEnd Control Center.
Is there any solution?

My thoughts were: I create a Menu with access level only to Special-Users
My problem is: Authors are Special-Users too, so they can access the menu...

Another thought were: I change the access to the category...
My Problem here: Users with rights of an author can create a own Main-Category and upload the pictures in it..

Hope you understand my problem.
So how can i handle it?
