frontend - user upload - images not Authorized

hi
i have phocagallery ver 2.7.4
and need frontend users to upload images

config :

Enable User Category Authorization - NO
Enable User Subcategory Authorization - NO
Enable User Upload Image Authorization - NO

yet when uploading images it is left as un authorized - waiting for admin to approve

i would like it to auto-authorize and be published

what should i do to fix that ?

Hi, did you set it in parameters component - in menu link to ucp:
