When license agreement is displayed plugins don't run

I am displaying additional content (a form) within my licenses. Meaning, it isn't just straight out entered text. I want to add that form via BreezingForms plugin or via Joomla loadposition module. However, when viewing the license agreement screen, it is clear that the plugins required to display this content didn't run. Instead of displaying module contents it just says {loadpositions forms}. I tested this elsewhere on the site and the syntax is correct but doesn't execute within the license agreement. Any suggestions? Please?
