Installed the plugin, but it does not work.

did you set:
backend --> Components --> Phoca Gusetbook --> Phoca Guestbook Control Panel --> Options --> Form -->
Display Posts=Yes ?

Hi, try to enable php error reporting and debug mode, maybe you will get some error message there.
Check if the guestbook is not enabled as external report function e.g. for Phoca Download (in such case the items are even not displayed)
