Front end user upload

Hi, I am trying to allow access to users to log on the front end of our website and be able to choose a category or create a new category and upload pictures. However, when I log into the front end as one of the users, and go into the Phoca Gallery user control panel, I get the user tab, which says in it 'Main category: not created. And if I go to the main category tab at the top, I only have an option to create a new category, not to choose an existing category, or even if I wanted to create a new category, I cannot choose a parent category.

Any help much appreciated.
