Component Install: The XML file did not contain an administr

i get this messsage when i try to upload a theme, what is the problem? how can i solve it? (but also when installing certain other plugins, but not with all plugins some do succeed)

is there a way to create themes yourself? where do i put the files (images and theme) as i don't fond the com_phocagallery folder in my components directory

installing from directory doesn't help either as it gives me another error message:
JInstaller: :Install: Cannot find XML setup file
Path does not have a valid package.

ca&n anybody help me and tell me what is actually wrong?

Hi, did you load it in Phoca Gallery Theme administration area? This package should not be installed in Joomla! Install area.
