Super User rights not recognized in Categories

I am busy assigning Owners to different Phoca galleries. The structure of all the Phoca galleries is:

Top Level --> User 1
--> User 2
--> User 3
--> User 4, etc.

As Super User, I created the Top Level category, and this is what shows in the Phoca Category admin panel.

I am trying to assign an owner to one of the sub-categories, User 2. I selected the correct user from the Owner dropdown, but when I try to save this, Phoca error dialog says:

"Save failed with the following error:
Parent Category is not asigned to current user"

But as Super User, I clearly AM the owner of the parent category!!!

Ideas?
