Upload rigths to User Groups

Hi

I was looking to make 3 main categories, and allow only a Specific Group of Users to Create Subcategories within any of those main categories and upload as many images they want.

I have only found a way to allow Registered users and selected users to upload images and create Subcategories to each main Category.

But nowere can I see User Groups permissions am I missing something?
