I am confused and need help

I would like to have one major category (root) that everyone and create subcategories off of but i am having problems setting it up. From the User Control Panel, I am only seeing the option to create a user root but not allow them to use the root category i set. Also is it possible to allow them to upload to subcategories of the root from the UCP?

in UCP there are limited features (because of security, etc.), you can do this in administration.
