Have read everything I could for the past two weeks, if it exists, I have not yet found the answer.
Like so many others running into this issue, I am at a loss.
"You are not authorized to do this action" I can get Phocagallery to work only when logged in, otherwise "You are not authorized to do this action"
I have combed through permission, checked SQL entries of permissions, and the other things you mentioned to look at.
I have a fresh install of joomla 2.5.4 with a fresh install of the latest version of Phocagallery. This is a known Joomla friendly server, with many legacy Joomla sites running with no problem. The issue arises in both 1.7 and 2.5. Just Google "You are not authorized to do this action" + phocagallery, and you'll see what I mean.
I don't have any other time invested in this site YET, so you can completely erase the site and it's no problem... so I am offering for you to use my environment o fix this bug once and for all. I'll give you all access. You can skype me at "smallcapss" I'll send you the logins.

Hi, there was similar problem in 1.6, then I have changed the code to prevent from this and since 2.5 there should not be such problem 
What about cache, did you try to disable/enable/clear it, etc.

I can appreciate the fact things were fixed since 1.6 ( didn't have any problems like this with 1.6 and Phoca Gallery, still running several sites on that version, and I tried to upgrade to 1.7, 2.5, and got BITTEN... New installs are the same, My server has run Joomla for years now.
I must find out the error, even if it's my ID-10T error... lol.
But the reality is, once I upgraded to 1.7 it all started, and 2.5.4 isn't any different... If the fix after 1.6 was successful for THIS issue, I would suspect I wouldn't see so many others over the past two years complaining of the EXACT same issue - did you Google it as suggested above? This is very telling... Again, I have read and tried all the "fixes," and like so many, no luck.
So again, I offer my environment. Are you game? A lot of user who are currently stuck would appreciate your help...

Hi, I know this problem and tried to simulate it many times on my test servers and servers of some different users but didn't get such error any time
... so still didn't find what can be the part which causes it (Mostly, it happens when upgrades were made, fresh installs should't do this, but because of your case, seems this is not the rule
)

I can confirm that it happens on newly installed Joomla 2.5.3 and PhocaGallery 3.2.0

On the old 1.5 site I see that the URL behind the icon is
<a href="/index.php/gallerijen/category/1"> where 1 is the category-ID
On the fresh 2.5.3 site this URL is
<a href="/index.php/galleries/category/1-johan-brusche">
where 1-johan-brusche is a combination of category-ID"-"category alias.
Is that intended ?

Found a solution to my problem (don't know if it would solve the original poster's issue)
On the Joomla 1.5.10 with Phoca G 2.2.3 I used to set 'Acces user rights' , 'Upload/add user rights',
'Delete/Pub user rights' to the same as the 'Author'
On Joomla 2.5.3 with Phoca Gallery 3.2.0 I found that setting 'Acces user rights' to "All registered users"
solved my "You are not authorized"-issue for all site visitors.
Hope this helps other webmangers too !!
