Multiple users on preassigned catagorys

I tried searching but the search changes what i type to hebru or cyrilic so finds nothing (Someone might want to look at that)

I want all my users to upload into the categorys that are already existing or create a new subcatagory for an event that other people who were at the event can also add too, we are a private club so we have a limited number of users and all know each other personally.

The question is how?
We have a Main catagory -> Sub 1
-> Sub 2 -> Sub 2a
-> Sub 3
etc etc
I want to allow all users to upload to these folders, which is easy (set the folder permissions to all registered users) but how do i allow them to add new categorys to the main catagory, and not make them create their own "main catagory" but just use the ones i have provided?

Hi, in category view, users who have rights, can create subcategories and upload images, see:
