problem solved for me :

Despite the notice to set the security settings in the general component settings, I also had to set the properties of the menu item referring to the guestbook.

As the website uses joomfish as a multilanguage component, at first I forgot the set the options in the translated menu-items to the guestbook...

As soon as I changed this, the guestbook was not longer spammed (for now)

Conclusion:
- set properties in general settings AND menu-items as mentionned in the phoca guestbook documentation
- do not forget the set the same settings in the translated menu-items if you use joomfish.
- in every screen for settings, set the Specific Itemid to the correct menu-item
- in every screen for settings, set the session suffix
