Front End Upload problem

I have a menu item in the "User menu" that links to the User Upload Layout option. When I click that link however, I do not get the expected layout, instead I get returned to the page I started from.

The link URL is http://www.mydomain.com/index.php?optio ... Itemid=147, but even pasting this URL into the address bar, I dont get a Phoca style page, instead the page refreshes and returns to http://www.mydomain.com/

Any ideas please?

Hi, do you get some system message, something like, you need to be logged it to access UCP or, UCP is disabled?
