increasing upload fiel size does not work

Using RC2.0
Going into options and increasing the upload max file size has no effect. (and I do remember to click on save)
In my instance it is set at 6MB. I want to upload a file of size 6.5 MB

I need some help here, please

Sorry to have disturbed.

I kept changing the max limit for user upload.
I found the other max limit (for administrator) I upped this one and it works well.
