English language file not "taking"

I have version 1.3.7. I've noticed in admin that some of the labels are in this format:

PHOCADOWNLOAD_COUNT_USER_FILES_APPROVED

instead of what's in the .ini file. This is is especially true of the overlib descriptions in the parameters. Any way I can fix this? I've done a search of the .ini files and the info is there, it's just that some phrases don't convert from all caps. It's random.

Hi, do you use English or other language?

This string is included:
PHOCADOWNLOAD_COUNT_USER_FILES_APPROVED=Count (authorized files)

in English language file.
