User Control Panel is not visible even it is enabled

I have the problem with User Control Panel in Phoca Gallery 2.7.5 on Joomla! 1.5.20. UCP in Frontend is not visible for users at all even it is enabled in Phoca Gallery Global Configuration and also in Parameter Components for all languages in Joom!fish. Users have the appropriate rights, the owners for the categories are defined as well as owner (user) folders are correctly created with sufficient rights. I have also tried to use different Joomla templates including the default one but without success

Hi, what does it mean, it is not visible. Do you get some error message, or blank page, or some other message after clicking on the link to ucp?
