Anonymous user can't post messages with user check enabled

Hi, search this forum, this is explained it many times.

There are two different features

- one, which checks if anonymous does not use an email from some registered user
- second, which checks if email is correctly set (it does not matter if email is required or not - if user will add an email, it is checked if the email has right syntax)
