Reverse layout

Reverse layout
The standard 'Upload' layout has two 'frames' displayed - on the top (first) is the 'Uploaded Files' one, underneath is the 'Upload File' one - what do I have to edit to reverse this order so that the 'Upload' appears above the 'Uploaded'?
