Themes not working

I try to install a theme in my gallery. I have done that in the past with no difficulty. But i cannot install one now. Only the letters change in my images.
I am using both phoca gallery component and plugin

No, it says it was installed successfully. But only the fonts change. It shows the background of the theme as current in the options but when i refresh it is not there

I just found the problem. Legacy. I had a component that needed joomla legacy. It works fine when i turn off the system-legacy plugin.

I have almost the same problem but the system-legacy plugin is turn off.
When I install new Theme, system sad ok. The same when I change Image background color. On configuration background color is changed but on reality is still withe. Since more the 5 hours I'm trying to change it, no way.
Please help me.
