Category View Question

I am trying to create a gallery with Category View as a menu item, then once the visitor clicks "photos" they will see a list of different categories. I've accomplished this, but the problem is that a frontend user must be able to upload to all of the categories. If there is one category and several sub-categories they can do this, but they also must click the back arrow twice to get back to the main listing. Is there any way to create more than one main category from the frontend or is there any way to create many main categories from the backend and give a frontend user access to upload to more than just one?
