comment before download

Hi everybody,
this is Frankie - I am new to this forum and would like some help please if anybody could assist me.
We need to know if there is a possibility in using Jcomments where people have to leave a comment before downloading something (no comment no download)?
Is this possible to do?

Hi, for now there is option to use JComments in Phoca Download, but there is no such behaviour to make download available after commenting, such option needs to becustomized.
