error 403 all over the place

Hi. Apparently I have a serious problem with my installation of phoca download; no matter what I click, a section, category, or filename, I get a 403 forbidden error, and I have no idea why.

But I have to wonder if it's because I already had a directory called "downloads" ? Should I get rid of it, uninstall phoca, and try to reinstall? If I did this, would I need to make any tweaks to the db to make it understand that phoca had been uninstalled, then reinstalled? I know sometimes when you uninstall things, they don't necessarily get deleted from the db.

Is no one going to reply at all? I can't go forward with my site until I get this worked out, or find some other DL mgr that actually works. If the error is that "downloads" dir, could someone please advise me?

What are your folder permissions to your download folder?

What permissions (within Joomla) have you assigned to your Sections / Categories / Files?
