File 'Checked Out'

Phoca Download seems to be working wonderfully for me. However, when I access the files page to manage the download files, there are occasionally files that have a padlock icon where the checkbox should be. When I hover the mouse over the padlock, it tells me the file is "Checked Out" and gives a date (See image below). I thought this might just be when someone is downloading the file, but the current file has been "locked" for several hours now. What am I missing?

Phoca version 1.2.2
Joomla version 1.5.14

Have you or another member opened it and then navigated away from that page without "Canceling" or "Saving" the properties? Does the Global Check-in resolve this?
