Is PayPal down? Can't connect to it...

I haven't been able to use the Paypal plug-in at all since I set up my new Phoca Cart site yesterday. All the information is there, the plugin is active, and appears on the check-out page. I'm in Sandbox mode, but when I click on it and try to check out, it always presents an error message saying there is a problem. I'm not sure what I'm doing wrong, or if it's Paypal that isn't working?

Anyone else having a problem with Paypal right now, or in the last few days?

This is the only thing that's preventing me from going live.

Testing now, see no problem there.

Thank you for the quick response. Are you putting in your paypal login email address into the plugin, or is there an associated merchant email address that is provided? Because I can't find one on my account.
