I have realized that it is the display that is misleading due to vertical calculation (rather than horizontal), and the lack of text labels in the total explaining whether prices are tax inclusive or exclusive.
The price at the end of each product line is VAT EXCLUDED, and even the prices in the total are VAT EXCLUDED except for the TOTAL. Additionally, there is no text labels for VAT in the total that has been added to the calculations.
Apart from the ROUNDING, which I don't understand how it works, the calculations are correct, but it's easy to get confused.
The ideal would be to display ALL PRICES INCLUDING VAT for standard buyers and show the VAT only for buyers who are companies from outside the country of the shop's origin.
Is there a way to achieve this setup in the display of Phoca Cart?

You can define for each tax if the values will be displayed or not, so the way to display/hide some tax for someone is to do different taxes for different customers (e.g. VAT or not VAT payers)
