And since URL is ON, I submitted one.

Hi, are you still not able to add [img] tag to your posts here? Testing your permissions, I don't see any problem, even adding bb tags is the basic function here

On my end, everything is still set to OFF, except BBCode and url.

Hmmm, really hard to say where can be the problem.

Just upload your picture to imgur and instead of adding it to img tag, paste a link to this. (the link to imgur is safe so if will be not deleted or detected by spam protection)

Hmmm, really hard to say what can be wrong there Are you using some template which overrides Phoca Cart component?
