User control panel disabled

Hello. I just installed Phoca Gallery. I created a phoca user link to the main menu, and created a folder "userphotos" under /images/phocagallery, and changed users access rights to all registered users for uploading, etc. But the user control panel doesn't show in frontend. And when I clicked on the phoca user menu, it shows a message "user control panel disabled". How should I fix the problem? Anyone can help me? Thanks a lot.
