Not possible to translate in french?

I use "com_phocaguestbook_v2.0.7.zip" with "Joomla! 2.5.11", and i would like to translate with "fr-FR.com_phocaguestbook.zip".
I copy two files in "administrator/languages/fr-FR", and only "fr-FR.com_phocaguestbook.ini" in languages/fr-FR.
I have choice fr language for guestbook, but it doesn't translate?

you try to install the wrong language package, this is the right one for Joomla! v2.5&3.x
