change user permissions? [solved]

I have a problem changing the user permissions on the category:
Access = public / Access Rights = none
If I, by accident, set Access Rights to something else, how can I change it back so any visitor can see it?
Now I have to remove the images from the folder, delete the folder and create it again with the right settings.

And another one:
I want the public to be able to vote on the photo's. How do I set the ratings so the public can vote on it? At this moment I can only allow registered users to vote.

currently only registered users are allowed to vote or comment.
