users uploading images

i want my users to be able to upload images without category owning... i want all my users to upload images anywhere they want, in any category. how can i do that?

simples, quando estiver criando a categoria faça:
nivel de acesso>publico
direitos de acesso>todos
direitos de carregamento>todos usuarios registrados
