Blank Page when you click on "Download" or filename.

I installed Phoca Download 1.3.8.

I created Section and Category, uploaded both a PDF and JPF file. Created a menu button and select _blank as so the file will open in new window.

The error is
1) When I click the file name or Download button , I get a blank window and there is nothing in source code.
2) It doesn't open a new window either. It opens the same window when I specifically set it to blank instead of self.

The file folder phocadownloads is set for 755. and even though by default the files are 644, I did try 755 and 777. Please help.
