Hi,
with the current version of Phoca Download for joomla! 1.5 it is not possible to create subcategory(s).
This feature is added to Phoca Download 2.0 for joomla! 1.6 But it is an alpha version!! It is still only for testing!!

Sorry, no.... only sections and categories.
But with Joomla 1.6 and Phoca Download 2.0.0
