Category Owners/Rights dropdowns very limited

Just installed Phoca Gallery on a new Joomla! 2.5 site.

I added some categories, and tried to set the correct owners for these Categories in the Phoca Gallery admin panel for Categories.

The Owner drop-down is very strange : out of maybe 120 users on this Joomla site, what seems like a fairly random shortened list of maybe 20 users appears in the dropdown - instead of the expected list of all registered users. This same truncated list also appears on the same panels in the dropdowns for Access Rights, Upload Rights and Delete Rights. No one has uploaded any images yet.

Why don't these dropdowns allow me to choose from the entire list of registered users on the site?

Solved: apparently, Joomla! 2.5 sometimes doesn't see all users (imported into the site from Joomla! 1.5) as automatically "registered", although they clearly were "registered" as far as version 1.5 was concerned.

So, once all users who are shown in 2.5 as both "Enabled" and "Activated", sometimes come into 2.5 as NOT members of the "Registered" user group, although there used to be no way they could be "activated" without also being "registered." I set the activated users to being members of the user group "Registered," amd how all appear in the Phoca Gallery dropdowns.
