I'd like to know where general settings are stored. Is it a file or they are stored in the database? I want to export/import settings between different sites.

Phoca Gallery Parameters settings are stored in the database.
jos_components --> Phoca Gallery --> params

depends on the version you use.
If you use Phoca Gallery for v1.7 use this file for default settings: http://joomlacode.org/gf/download/frsre ... v1.0.0.zip
