Make any user upload?
Well is their any way I can make it so any registered member can upload to my Phoca Gallery?

There is an options in version 3 RC 4 to
Edit
Access Level - Registered Users
Enable User Control Panel Yes
Then set up a menu for registered users and add the User control panel to this.
