Joomla 1.6 Upload Failed

Hello, I am new to Phoca Download which I find very useful. I also use Joomla 1.6 and I have the following questions:
1. In documentation, the menu Settings is mentioned but no such menu exists in Components-->Phoca Download. Where can I set parameters for upload folders etc?
2. There is no place to enable/disable Upload Files (as mentioned in Documentation). Am I doing something wrong?
3. As a result, when a registered user selects a menu pointing to Upload Files the error "User Upload is disabled" is thrown. Am I doing something wrong?
