(Solved) Upload screen mangled?

Installed Phoca Download 1.3.6 on Joomla 1.5 and got this when first going to the upload section.

I've not a clue what is causing that, but I will start looking at the config and the code. Any clues would be appreciated if someone has seen this before. I also noticed that there is no place to select or set a default category. Is this a limitation of Phoca?

This really looks like a language file issue but I do not see where Phoca has a setting for changing or selecting the language. I did check and my en-GB.com_phocadownload.ini file exists and has the right perms.

Upgraded to 1.3.7, problem went away.
