User Upload is disabled

I've install phoca download component and set it up as a menu item. Problem is when I open that page, I get banner on the webpage that says "User Upload is disabled". It displays nothing else to do with phoca download.

Solved.
In the Phoca Download Control Panel open the parameters and Enable User Upload
