subcategory inherit parent attributes

I have created a category for each of my children's families and set one family member as owner. I also gave upload rights to another family member (they use category view). The owner can create subcategories through the control panel, but only he can add photos to the subcategory. Can properties of the parent category be inherited to the subcategory so that the other family member can upload to the subcategory?

I think I figured it out by modifying the categories.php file to capture parent uploaduserid and deleteuserid.
