While loading files from the frontend, I cannot set the "Access Level".
Files are nicely uploaded and perfectly appears in the appropriate section.
When looking at the back-end under "Phoca download => Files", the "Access Level" is always set to "Public" and apparently the uploaded files do not inherits the protection/Access Level from the "Section" nor from the "Category".

Hi, yes, files don't inherit rights from section or category.
There are different rights. Rights for Section and category are standard Joomla! rights, it only displays or doesn't display the category or section.
For files you can set other rights, e.g. display the file but not downloadable, or not display the file and not downloadable, or display the file, make possible the preview (e.g. displaying first site from some document) and not downloadable file.
If you want not, newly file will be displayed in the front, you can set that the files must be reviewed first, so the uploaded file will be set as not authorized and not authorized file cannot be displayed.
