It's odd the region error says no countries have been imported. They have. It is like "regions" is not properly connecting to "countries". It's not seeing them.
Yet I am alone with this problem?

Hi, testing now on new install instance, everything is OK for me. First I import countries, then regions and everything is OK 
Are the countries listed in your backend?

I still have the problem. I have tried debugging but can not find any errors, which does not help.
The only warning I have, from Joomla itself, is that "the PHP temporary folder is not set". However, this causes no issues elsewhere, updates etc work fine.

Countries import no problem; they are showing in the back end and they are in the database.
Import regions = "Seems like countries have not been imported yet. Please import countries first"

Hi, yes, temp folder has no influence on this, this is pure database operation.
When you import the countries, are they displayed in database, are there 250 items in country table?
