CAPTCHA not working for guest/public

Hi

I have read the other posts about problems with CAPTCHA, but I don't they apply to this problem.

CAPTCHA works if a registered user is logged in. However, for guests/public use, the CAPTCHA never succeeds. I've tried on Safari and Chrome, but no difference.
