Here is the solution for T-Online customers (or maybe everybody, I don´t know)
Create an file "php.ini" and add this line: suhosin.post.max_vars = 250
Upload this to your root directory of your ftp server.
The Options are working great immediately!

The solution does not seem to work for a local server (creating a php.ini file with that line).
Tried it, but so far no luck. Using Joomla 1.6 stable, Phoca 3.0.0. rc4 .. with either firefox 4.0 and IE9 I am unable to save the settings I am trying to change.
I checked the PHP file, the tables required (as posted before) are all there. Any other tips?

The php.ini is just working on Telekom Servers (Germany), I think. With your local server, you have to set the value manual in the php config.

No, don't just add the line. Search in your PHP config-file (can't tell you where it is saved) for suhosin.post.max_vars and change the value to 250.

I have looked in my xammp/website root folder, opened the configuration.php file, but am unable to find the line that you suggest ... should I add that line there? or is there another problem that I am missing?

You dont have to change the XAMPP configuration, you have to change the PHP configuration. Go to your XAMPP directory and search for "php.ini". Maybe you´ve luck. There you can change/add suhosin.post.max_vars like in my previous post described. Good luck (:

Hi,
My provider removed any limitations to suhosin and still the configuration window does not save the settings
(( It even does not close after clicking "safe and close".... I am so helpless....
