i have download the IT lang and upload in
public_html/languages/it-IT
public_html/administrator/languages/it-IT
In my frontend is the defoult language so why don't see the italian language ?

I'm afraid you've got the wrong file. Take this file, but note this translation is made for Phoca Download for Joomla! 3, so not all strings will be translated. This language pack can be installed via the Joomla! installation routine, so it's not need to be unzipped.
